A norma, de autoria do deputado Jo\u00e3o Amin (PP), estabelece direitos e deveres de tutores de c\u00e3es, gatos e outros animais dom\u00e9sticos. Ela garante a livre circula\u00e7\u00e3o e habita\u00e7\u00e3o, inclusive para visitantes. Em contrapartida, os animais n\u00e3o podem ser mantidos em locais sem higiene ou ventila\u00e7\u00e3o, luminosidade ou sombra. E n\u00e3o podem ficar presos em sacada de apartamento.
